There should be something in the system menu telling your friend if tuner #2 is able to record. Have him try and record a show and watch a 2nd one or swap the units and see if the problem can be duplicated.rkramer48 said:

I have a friend who lives in a multi unit condo, and he has 2 HR-21's
The 1st HR-21 in the chain in his condo has no problems recording 2 shows at once, however the second one will only record one show.
Both have a coax going into the sat1 input labeled with the swm marking.
Could the second (problem) box have a bad cable going into it?

One cable going to each DVR.
This means there needs to be "four" free SWM channels on the system.
It sounds like there are only three.
Your friend needs to contact the condo manager and have the SWM system configured to have four channels available.
