I see the channel but no credit yet . I'll wait till my bill cycle .

It says it may take a up to 60 days before you see the credit in the fine print.

Yes it is. Everyone has to exclusively buy it from Google.

This requires only a Google account and something that looks like a credit card. It doesn't demand a subscription to anything other than an ISP. A very low bar indeed.
