Would it be best to wait for them to be available to contact dish and request the upgrade from a Dish 1000 to 1000+?? I'm assuming that would be free replacement once they were available? Or is it more or less depending on the CSR you get?

Free, once the channels are available. A friend's brother in Pittsburgh got a free upgrade for a Dish 500+ (he already had 61.5, and no decent line of sight for 129).
