I read in the FAQ's that no contract extension is required with adopting whole home as long as no leased DVR's or receivers are added to the account. Is this policy still in effect? What is the current charge for D* to do a whole home installation including all parts?

$199 and no lease as long as no new box is added or replaced

As stated, there is no contract extension if no other receivers are activated at the time. However, with regard to the cost, the standard is $199, but when you call you might be able to get a lower price.
