Forgive my ignorance, but just because D* is using DVB-S2 for it's MPEG-4 transmissions, that doesn't mean that I'll be able to go out and purchase one of the new DVB-S2 cards for my PC and pick up D* channels, correct?

That would be correct.

The content in that MPEG-4 stream is encrypted, using their access control protocols. So, no... you won't be able to pickup a PC card to tune it.

Technically, he will be able to lock to that transponders and get system tables.
