That's what I thought, but I read/asked (on here) a few months ago, and I was told that HR20s are indeed still being recovered... and the CSR told me that it would need to be returned and that she was placing an order for a recovery kit for me...wahooq said:H/HR20's are no longer being recovered

Yep. To actually own the receiver or DVR you have to pay "full" price, not the up-front lease price. Full price for a DVR is around $400. During the first few months following that change, there was a lot of confusion, and many resellers were not at all clear about it being a lease charge as opposed to a purchase price. Since about September or October of 2006, DirecTV has been very careful about making sure the units are marked as leased, and CSRs (normally) are careful to point that out when the item is activated.
