This is kind of a weird question. I have a DECA.. The bigger part that hooks up to my router so that it send my network connection to my hr24 & h25 via coax...

I know theat there is the smaller DECA part that can convert it back from coax to eithernet for older directv recivers... My question

Could I use that for a non directv item... Like a computer for example ?

A DECA "dongle" doesn't care what it's connecting.
You would need a power supply.
