I'm not sure if this has been discussed before, but does D* have any plans to carry local digital subchannels, such as WABC Weather Plus in NYC.

No announced plans. There haven't been a lot of changes to the SD locals other than a few new markets.

Once OTA is enabled yes you can get the sub channels for your HD locals that are broadcast in your area. With the receivers that have the OTA feature.

I do not think that DirecTV has any plans to carry the digital sub-channels on their satellite network, nor are they required to.

Presumably some stations will require it for carriage the next time contracts come around for renewal.

Talk about chewing up bandwidth! Let's have this discussion again once they add CW, MyNetwork and possibly PBS locals to the Big 4 (or three or two or whatever they are carrying in your particular market) they are carrying now.

Current law requires the satellite companies to carry digital subchannels only in Alaska and Hawaii. Both D* and E* are trying to keep this requirement out of other areas of the country.
