The tech should be able to perform a pole mount, but give him a heads up if he precalls. A pole mount must be cemented in the ground. Please make sure the HOA is ok with that. It would be a good idea to have the HOA rules on hand to show the tech. Depending on who he works for, there may be a $75 custom installation charge.

If the OP has a single family house, then the HOA can't require a pole mount. But if he is in a condo or anything where he does not have ownership/control of the roof/exterior, then the pole mount might be a valid requirement.
