Does Installation Dept Know Which County I Live In?

I live in a very small city, rural area, that straddles 2 counties. My county receives distant networks from NY-LA. The other half of my city is in a county that qualifies for local channels. We get some violent storms sometimes, so the distant channels are of no help in warning us. The Weather Channel is good, but still I desire "local channel" weather info.

For my family safety, I want to get the local channels, and I called D* to "correct" my account info. I told them I lived in the county that has local channels (which is only 4 miles away). They checked my account, asked what county I live in, and said no problem. They then transferred me to "Installations", which said I was not qualified to receive local channels.

My question is this: Does "Installations" know that my street address is in a certain county? When they bring up my street address on their system, it doesn't show a choice between the 2 counties that the regular CSR viewed on their screen. I'm not trying to "cheat" D* on this, I just want to receive better weather info.

DIRECTV would make the call on this through their standard procedures. Typically it's based on zip code rather than actual city names. I'm assuming from your comments that the two "halves" of the city have two different zip codes and if you are in the eligible half I would suspect that it would not be a problem.
You get whatever county your ZIP code is located in.
DIRECTV knows exactly where you live, and uses that information to determine your availability.

We do not allow discussions of "moving" or "correcting" or "pretending you live somewhere else."
