My suggestion is a sticky for the Known Confirmed Reproducable, the Reported and the Odd Behavior, then a discussion for adding items (but not "I got that one too!!").

Of course, you would need to get your contacts to get you better info than what is in those horrid release notes, so that we can track our issues to their code changes better.

I'd offer to build a simple DB system and web forms to manage issues, but I'm not a PHP programmer

How about an Earl only sticky (replace the HDMI sticky) that lists at a large level all the well known defects and their status:
