FCC Approves E-6 Move to 72.7 W

Upon further reading, Dish has not received FCC approval to provide programming to U.S. households yet. Another application has been filed with the FCC that requires approval.

E6 is at 83.6 longitude and moving 1.5 degree/day with arrival at 72.5 in about 7-8 days from now ( July 28-29 estimate).

I do not believe Dish has received FCC authorization to provide programming from E-6 at 72.7 W yet, just the authorization to move it there.

Permits for the Echostar ground station communications (Canadian Licensed satellite) were issued 7/15.

You need to go back to the actual FCC reports. The files referenced in the Public Notice do not give Dish permission to provide video programming to U.S. households. It is the application in the following that requires FCC approval:

You are correct but they have received permission to communicate with e6 at 72+ from their various US ground stations (not customer stations).

Also, E6 has yet to appear on the Industry Canada list of approved satellites.
Well, it looks like August 1 it may be doing some signals, based on its movement.
