This second FCC filing only requests permission to move E-8 from 110 W to 77W. One would think that a Public Notice should be posted for the second before the first but I believe the approval process for the first takes longer than the second since actually providing programming may have major interference issues associated with it while just moving a satellite only has minor interference issues. This is based on what happen for the E-6 satellite at 72.7 W.
