FCC Rules Against Station in Sat Carriage Dispute

The Federal Communications Commission denied a request from a Orlando/Daytona Beach-area TV station to obtain carriage on EchoStar's DISH Network and its local TV package for the area.

On Thursday, the FCC said WVEN TV, based in Daytona Beach, Fla., must deliver a quality signal to EchoStar's local receive facility before the satellite TV service is required to carry the station. WVEN and its owner, Entravision Holdings, have admitted to the FCC that the station cannot yet deliver a quality signal to EchoStar, which for the moment keeps the satellite TV service from delivering the channel, the FCC document said.

In its order denying Entravision's petition on the matter, the FCC reiterated that WVEN is responsible for proving that it can provide a quality signal, or arrange the delivery of a quality signal. Once the station has that quality signal, EchoStar would be required to carry the station within 75 days of the signal's delivery.

DISH Network carries 11 stations in its Orlando package.
