That only applies to when you are actually getting a 4:3 broadcast.
Most carriers/networks are no "matting" their 4:3 content to 16:9 on their side of the broadcast.
They are basically PUTTING the bars on the side, and pushing out a 16:9 image. So your HR20, has no way of knowing the difference between the two. It sees it as a 16:9
