So the installer shows up to install my second dish.
About a half an hour later, he comes back and says he can't mount the dish because he isn't allowed to walk on the ceramic tile roof.

Is this true for all the dish network installer people? (the guy that installed my dish 500 didn't seem to have any issues with it).

Can I get dish network to send me the equipment and do it myself?

Should I try calling dish back and seeing if they can schedule someone who will go up on the roof?

Probably is not allowed to walk on tile roofs because if you do not walk on them the right way the tiles could crack. It is probably a limitation of the company that employs him.

I would call the company that he works for to see if they can work something else out, if not, call dish back.

My Dish 500 is installed on the chimney. The installer had to walk on the tile roof to install it and he didn't have a problem doing it. Seems to me that you could call Dish and request another installer!

Yes request another installer. If they give you any trouble then tell them you will file a complaint to the FCC for being in violation of FCC rules.

You should have an installer there before you hang up the phone. :)
