Age. Processing speed. Not really noticeable on H2x. And probably the biggest difference is size.
if you have whole home then you will definitely get a 21-25. It recently crossed my mind before I decided I wanted an H25 which I bought from ss.
I just got a H21 from DTV for $49, but when I tried to order another one, they were going to bill me $99 plus another $49 for a service call, since it would be my fifth tuner. I thought it was the H25 that had the built in DECA, which is why I had not considered it. I do not want DECA, because I already have wired Ethernet to most of my TVs, and I really need the diplexed OTA, since some of my TVs are in locations that would be too difficult to run another coax cable for the OTA. The H24 can go either DECA or Ethernet.
