The OTA tuners are not active yet. They should be activated by a software download soon-the most often heard timeframe is by Dec. 1st.

when they hooked it up they said i needed not to run a telephone line to the box will it still download software without the line

Yes, it will. Unlike TiVo DVRs, DirecTV Plus DVRs do not need the phone line to trigger the download process.
