HD Premiums split second pauses/stutters

So about a week ago I was seeing intermittent black screen with no audio loss while watching mostly STARZ HD channels on the Eastern Arc Turbo Silver package. I am not seeing that anymore, but the past few days/nights I am noticing split second pauses/stutters in the video where again there is no audio loss. I have seen it on all HBO/Max/Starz HD channels. Tonight it happened while I was watching The Matrix, Gridiron Gang, Knocked Up, End of Days and Sat signals are fine. Is anyone else seeing this?
