Now im going off what i remember, i have a cust and is really old so i try to help him, we r Mpeg 4 and he currently has a hdvr. he wants to lower the bill but when i called dtv they would now let him down grade to a just hd ird, also they r charging him for hd because he has a hdvr and by having a hd i sure he wont have to pay for hd, Mpeg 4 but i called a few times and they said after his 1 year they could maybe do something. what can we do, will they make him sign a new agreement on downgrading to a hd or what?

Your writing style is very hard to read. Please use full words in stead of using "r" for "are".

As for the question.... this is probably the wrong forum. In any case, he can save some money on HD by going to auto-bill pay. He can also call DirecTV (or you can call DirecTV for him in his presence) to see what they can do to cut down on the cost.
They wont get rid of the dvr fee without switching him to a hd only receiver. They wont get rid of the hd fee without him signing up for auto pay.

He also wouldn't get Hi Definition channels though without the Hi Definition access fee.
