HoustonPBS 8.1 Letterbox sometimes/sometimes not

Anyone have any contacts at KUHT in Houston? On the OTA HD channel (not one of the SD subchannels) they seem to broadcast some programs in 16:9 and some letterbox 4:3 (basically pillarbox + letterbox). Not really a problem because my 622 can zoom it, but it makes me wonder why? Laziness?

Ah, yes! The merry ol' windowbox.

Our local PBS station seems to do that on their 44.1 (HD) channel when they're also running programming on 44.2, 44.3, and 44.4. Not enough bandwidth to run HD on the HD channel and also run the subchannels. They only seem to run HD programming between 8 and 10pm, and that's when they shut off the subchannels.
