The DVR fee of $6 would apply to both receivers. If you want HD programming with the ViP722 you would need the HD add on witch is $10 per month, or to sign up with HD Free for Life. The "HD Package" is now known as Blockbuster and a few of the channels are SD.
All you need is "Free for All" (a 2-year commitment or $99 up front with no commitment). Free for All gives all the channels you sub to in what ever AT pack you have that have an HD version.
NOTE: Without Free for Life you would still get your locals in HD (Big 4 nets + PBS) and any premiums. FFL just adds the HD versions of the AT packs.
