How exactly do you check the actual OTA signal strength on the 20? My roomy thought you just tuned both tuners to local channels and then go into setup sat signal strength but that, to me, is only checking the strength of the 2 sat tuners

My 21 went out and since Smackdown is moving to MyNetwork and DTV doesn't offer that on my service I had them switch me to the 20 so I can record OTA Channels using my DVR. Did I make a bad move? Will I see any differences?

No. You did well, IMO. But, the OTA works only as good as the signal you get. My signal isn't the best, but I like the internal OTA tuner.

If the local channel is in HD it will be HD nitty316.

Also note that directv cannot guarantee a HR21 or HR20, so you might end up with an HR21 that does not have a built in OTA tuner. You can get the AM21 addon ($50, but many times they will waive the fee) for the HR21/22 that will add an OTA tuner.
