I was having the same problem doing re-starts for a while with my HR21-100, which is connected via HDMI to my A/V receiver.
I found that if I switched my A/V receivet to a different input and then back to the HDMI one, the video was there again.
You might be able to do the same thing be using your TV remote to switch inputs on your TV the same way. This way you shouldn't have to power everything off to get things working again.
At least, it is worth trying.
