my HR20-700 picture on Hd channels is breaking up (like during a heavy rain)but the weather is clear, and all the sat are reading very well on antenna pointing and setup,and all SD channels come in fine...I also have a HR-21 on the same dish and it works fine on all HD channels and SD channels

Try switching the BBCs from your HR21 to the HR20 to see if it follows... if so, it's the BBCs.

ok I have some new BBCs ill try them and see

If the BBC's aren't the problem, try swapping the "bad" HR20 with your "good" HR21. That will help you determine if it's a defective DVR, or a problem with the satellite signals to that room.

replaced BBCs with new ones so far seems to have worked, glad DTV sent me more bbcs then i needed severl months ago
