Only the HR20 has it built in. All other HD DVRs require an AM21.
I will say there is really no benefit to getting a 21, other than it can do 3D.

I want to replace my HR20-700,does the HR21-700 have a OTA tuner? Thanks!

Unless you can get an HR24, your HR20 is the second best model speedwise. If you replace your HR20 and use OTA, you'll need to order an AM21 after you activate your HR2x that isnt a 20 model.
