I am on my third HR20 since October 30th. The first two died due to hard drive failure. This third one has a screw or something floating around in it and it is a refurb. Everything except one thing on it is working good and I installed a fan in my cabinet to increase airflow and also installed a small APC UPS to prevent any further issues.

I am having a problem with the local HD feeds from DTV. The colors are messed up. They look like film negative.

Making things more confusing is the fact that the national HD feeds are fine (TNT, Universal HD, HDNet and Discovery HD Theatre) and so are all of my OTA HD channels. Only the LOCAL HD channel feeds from D* seem to be affected.

This problem did not occur with my old DVRs. Do I need another replacement?

How is your DVR connected to the TV? If you're using HDMI or component video, does the problem change if you change the DVR's video output resolution (480i, 720p, 1080i, etc.).
I did not try changing the resolution. I will try that when I get home from the office. Why would the problem not affect my other HD channels?

That's hard to day, but it's worth trying. Some of the HD Channels are MPEG2 and some are MPEG4 (your HD Locals), so maybe that's a difference.

As you can probably tell, your problem is rather unique, so let's try to isolate the root cause (DVR, TV, something else).
