I dont if this is the right section but here goes:

I have an HR 20 controlling an HD tv via HDMI; I am trying to mirror the signal to a SD TV via a modulator and I get a message saying the receiver must be switched to Standard definition. Is there a work around for this?

You can get a Component to Composite converter ( several of them come with the component cables necessary ) and use component out of the receiver, then go to the modulator that you already have.
This lets the TV be outputting all HD signals.

I can see the signal fine but D* has put some ridiculous message on the receiver that will not allow me to change channels. I guess it's not enough that I give them $150 bucks a month, i think this is an intentional block so that I can't mirror the signal.

It's because they can't render the Hi Definition GUI as an sd GUI simultaneously. Get the component to composite adapter and you will be fine.
