No, DirecTV's remotes use a proprietary RF system. If you use a different remote, you must switch to IR.
HR20 RF and Z wave
Does anyone know if the RF capability of the HR20 is Z wave compatible (908.42 MHz)?
Direct TV is not listed as one of the z wave partners but neither is logitech and the Harmony 890 remote is z wave compatible.

I use the 890 with the IR repeaters and it works great behind cabinets
