YouTube and Allow Web Videos are slow to load after rebooting. Give it a day.
Check TVapps while you're at it. They use the Internet too.

Check to make sure the Internet Connection is turn on and working.

What to load? All YouTube stuff is on the Internet.
I had to click the box on my router to allow L2TP tunnels. I read that somewhere on the intertubes.
Ok gee this has never happened before. Pandora and YouTube is there but the allow web videos option IS NOT THERE! On my third reboot this morning. The receiver was totally reset prior due to my issue when power goes out in a storm.

I still have the issue with the HR24-500 in the livingroom. After power goes back on that receiver does not get its slot on deca. Then I have to unplug all receivers and boot in a sequence. Everything tests fine after the fact. This is just nutz.

Patience.
I've got nine HDDVR's, and six of them ethernet connected. (NO Whole Home).
The "Allow Web Videos" will eventually show up on the Parental Controls.
I've rotated the HDDVR's so that I've had all of them connected, though at any given time three are not.
Rotated them so that the VOD Guide/Menu would be active on all of them, even if the three which are disconnected, won't be actively connected. (once the VOD Menu is activated/populated the VOD guide/menu remains even if the box is disconnected).
As you may be aware, it sometimes takes ~24 hours for ALL of the VOD channels to appear in the guide.
The "Allow Web Videos" usually appears during that period.
One of the boxes (I've got 2 HR20's, 6 HR21's, 1 HR22) took (to my recollection) 3 days for the "Allow Web Videos" to appear.
As with the VOD guide/menu, once it's there, it stays there, even if the box has no internet connection.
I also rebooted the box several times thinking something was wrong, but it didn't have any effect.
Just need to leave the box connected (make sure that the internet connection does not get interrupted) and the "Allow Web Videos" will eventually show up.

Buy a UPS and avoid the power out resets. Have a great day!
