I've been having 771 error using my first two HR21 in the last two weeks.
I have one in Living Room and one in Bedroom.
I wondered if the following strengths could relate to having the error three or four times a week. These are from the Living Room.

Sat 103 (Tuner #1)
1-8 81 79 81 70 79 78 80 74
9-16 83 76 82 73 86 79 X X
17-24
25-32

Sat 103 (Tuner #2)
1-8 81 70 79 76 78 77 79 76
9-16 82 77 70 73 75 82 X X
17-24
25-32

Sat 99 (Tuner # 1)
1-8 80 76 82 79 77 74 71 76
9-16 79 76 81 74 84 78 X X
17-24
25-32

(Please note. I was about to record 99c/Tuner 2 signals similar to Tuner 1...then before my very eyes the signals reduced to what you see below.)

Sat 99 (Tuner # 2)
1-8 56 63 52 60 77 60 39 39
9-16 0 0 0 0 0 0 X X
17-24
25-32

I then simultaneously compared these strengths to the HR21 in the Bedroom.
In the Bedroom the signals were generally in the range 80 - 85 in both Tuners.

My conclusions.
1. Overall signal strength could be improved with re alignment.
2. Even so, it does look as though Tuner 2 Living Room may have a bad connection/BBC/or related.

If my conclusions are valid I believe I should swap BBC's and if that does not help begin checking the signal path to Tuner 2.
If that does not show improvement I should swap Living Room HR21 for Bedroom HR 21.
If 771 does not occur then that will suggest hardware problem and I should seek replacement.
I will appreciate comments on my conclusions and intentions.
I will clarify if necessary
Regards
Alan

Don't worry about the zero's on 99(c) on tuner 2 in the LR. That's probably just an oft-noted software glitch. The actual signal strength can be confirmed for those tp's and tuner using the Signal Meters selection under View Signal Strength.

Your signals are, however, somewhat low in general on 99(c) tuner 2 compared to tuner 1 as well as your BR receiver. Try swapping the BBC's to see if the problem moves to the other tuner. If it stays with tuner 2, then try swapping the antenna lines. If the problem still stays with tuner 2, you've probably got a receiver problem. You could further confirm this by swapping the receiver locations. In general, your alignment could be improved such that all 99(c) and 103(c) signals are mostly all in the 90's, unless you have HR21-100's, which tend to read about 10 points less, i.e., mostly all in the 80's.
