You won't need the phone line to activate the receiver. Worst case you won't be able to order PPV from the receiver - you'll have to call or do it online. I also have Vonage and I'm not sure if my HR20 has ever actually made a call or not. It's hooked up to the phone line, but there's no indication as to whether it has called or not.
