The loss of signal strength going through the HR20 as opposed to plugging the OTA straight into the TV.

That is probably nothing to do with "degregation", but more to do with the different way that your TV vs the HR20 "calculates" signal strength.

As it is a "formula" based on the volume of errors it detects in the stream.

There will always be some loss of signal strength into the HR20 because the antenna input is split to feed two internal tuners. Your TV has just one ATSC tuner.
