How come Dish Network gets KBS World (Korean) and Directv doesn't?

My parents has Dish Network and they get KBS World, but when I look at my Directv, I don't get that channel.

Dish Network usually offers more international programming, but it does depend on the package. It appears DirecTV does have more Korean programming than Dish at the moment:

(although a simple answer would be DTV hasn't made an agreement with KBS World)
