Can anyone tell me what questions I should ask when I call my LIL stations to ask if they are going to let D* carry their HD broadcasts? Should an email be better? Thanks

I would simply ask if D* and the local stations have carriage agreements? If so, you may want to ask what date the local carriage may start. They may not be able to tell you the date, though.
