I'm not an expert...but I would think you'd be okay as long as there are no splices in the gutter. Of course keeping it higher in the gutter would keep it dryer and out of the rotting leaves.

As indicated above, there is no issue with doing this. Just don't have an splices while the cable is in the gutter. As long as the cable is in good shape, it shouldn't be an issue.

The FREE basic installation just says attach to the building. Quick tie to the top pf the gutter at the gutter nails enough to keep the cable out of the water.

Yes it would look better with Roka clips every three feet in a color to match the house.
