It has to get the data for the station from the guide data, it does not scan for channels. If the station does not submit the info, you don't get the station.
Local Channel Scan
When I do a local channel scan on my HR20-100 is the DirecTV reciever capable of picking up the signal of a new local digital station, or does DirecTv need to tell the receiver that the new station is operational before the receiver will properly receive and display the new stations digital signal?

While the H20 DOES actually scan OTA for the latest channels, most of the new receivers, and the HR20 do not. Tribune Media updates the guide for D*. I hope D* gets the OTA scan in future receivers, but don't cross your fingers. They don't seem to care about OTA anymore, despite the fact that Dish does have OTA receivers and channel scans in it's latest satellite receivers. So much for competition...
