Have you tried removing the b-band converters? It could possibly be those, the multiswitch, the LNB assembly, misaligned dish, or the HR20. Hopefully the tech will be able to figure it out.
Local HD strations not coming through clearly
My local HD stations are not coming through clearly. They pop, get distorted and make it impossible to watch. Directv thinks the dish may have moved a bit, but the weather hasn't been that bad to where it would move. Of course a tech is coming out- their cure for everything. I seem to think it HAS to be an issue with the HR 20. I am in Charlotte, NC. I am told I am using satellite 99 for my locals.
Is anyone else having this problem?

Let us know your signal readings on the two Ka-band satellites (99 & 103-deg). It's possible that your dish alignment needs tweaking.
