If the station is sending OTA in HD, then it is simply Dish's problem. If they aren't sending OTA in HD, then obviously you need to contact them.
The problem for Dish is capacity. It is one thing having national channels that everyone can get the same sat signal for, it is another taking up space on a satellite for channels that only a small percentage of Americans can watch. That is why the rollout for locals has been slow.
Write to Dish, and ask them to get your Local area up and running, but don't hold your breath. There are lots of issues and snags that can come up in the negotiation process. In Seattle we are lucky in that we have 3 of our top 4 available, but Fox is causing problems in the negotiation process, so we only can get them in HD OTA. In your area there may be similar issues.
