99w is the location in the sky. 99s refers to spot beam, 99c refers to conus. If you have a clear LOS to 99, 101 and 103 you will not be affected not being able to get 110/119. No... They haven't messed with the signals you are getting now. They will be moving them to another sat on Wednesday, but they don't do anything to its current status until they change their location...
