I did a search but can't seem to find the answer. I am outside of Big Ten Country so what is the minimum package I need to get...

1) Big Ten Network

2) Big Ten Network HD


And can I drop to the Dish HD only package outside of the football season with no consequence (other than the $5 change fee)?

You need the MultiSports package, and to order that you need AT100+ and an Mpeg4 HD receiver. When you downgrade you will loose all the BTN feeds and incur a $5.00 downgrade fee.

So I don't need the 'dishHD Essential' to get the BTN HD, but I do have to pay a $7 HD enabling fee? Is this correct?

Right now, the cheapest way would be AT100+, plus HD essentials, plus multi-sports pack.

Starting August 1, the cheapest way for you would be Turbo HD Silver for $39.99 plus multi-sports pack.

You definitely need HD essentials for now, but like I said, as of August 1 you can switch to Turbo HD Silver and just add multi sports pack since you are outside of Big Ten country.
