Both opponents and proponents of spectrum-sharing between wireless and DBS service entered into yet another round of filings at the Federal Communications Commission last week, this time commenting on opposition to a petition for reconsideration concerning rules for the controversial Multichannel Video Distribution and Data Service (MVDDS).

The Satellite Broadcasting and Communications Association, which filed the original petition for reconsideration seeking to overturn the FCC's MVDDS decision, stuck to the point that the wireless technology will interfere with DBS services. "SBCA posits that DBS subscribers who pay a monthly fee for a state-of-the-art, premium video distribution system would care very much about having to accept increased outages, particularly increases on the order of magnitude predicted by the commission," the organization said in its filing.

In its comments, SES Americom said the FCC's decision to protect only existing DBS customers "will chill the introduction of competition to the incumbent DBS providers by placing new entrants, such as SES Americom, at a distinct disadvantage."

In defense of MVDDS, MDS America said the power levels it has proposed for its spectrum-sharing wireless service would not interfere with satellite TV signals. "The key factor that the DBS operators ignore is that the level of received interference is not a simple function of the (power) levels," the company said in its filing.

Opposition to the petition for reconsideration was filed by MDS America and Northpoint Technology.
