We've been Directv customers for about 15 years. We are likely to move twice in the next six months. The first move is to a house that does not currently have a Directv dish, but can get FIOS. The second move is to a house with no dish.

Can I use movers connection twice in six months? Am I better off suspending, using FIOS for six months, then "unsuspending" and moving (if that's even possible)? Are there any other ways to keep Directv without paying for installs?

You can do either of those options. Just be aware that you can use Mover's once per 12 months. The second time you use it, you will probably be charged. The cost is generally $49 or $99. If you go the suspend route, you can only suspend for up to 6 months. At the end of that, you could use Mover's to the second house.
