Due to costs here's what I'd suggest

4 wire LNB (you'll need it as a SWM LNB has a max of 8 tuners and you'll need all 4 feeds to feed a SWM8/16/or 32)

2x SWM16 (the 32's price is crazy) you could get away with 1x SWM16 and 1x SWM8, but it'll just be easier
you might not need a Locker (it wouldn't hurt)

get 1x 8way and 3x 4way SWM splitters

then the setup would be
4 wires from LNB to 1st SWM16
6 wires (just to be complete though the Flex ones aren't really needed) from 1st SWM16 to 2nd SWM16 using the cascade ports

I wouldn't use WB68/WB616's just because it's older tech and if you get a receiver that must be SWM you'll be better off, and have fewer issues to worry about

a SWM32 could do the job but last I checked there weren't any on e-bay and the normal vendor ones were $600 where as a SWM16 can be had for $70-80 normally on e-bay

The SWM LNB is an all in one piece
IE nothing is there converting

yes you could get a few WB68's but if you have a SWM only receiver like the H25 then its a no go

if the D* installer knows that you need 19 receivers then he should put the proper 4wire LNB and not the SMW LNB

If the receivers are ordered from D* then D* would provide it

if not then when activated on the account D* would know and you might be able to get a tech out to install the needed SWM devices

From my reading it looks that the dishes for 95 have 2 coax coming from them, so it looked that to use 95 and 72.5 you'd have to use a multiswitch to (assuming that there's 2 voltages or something going on)

in short if you were to get a 95 couldn't you use both Flex 1 and 2 for the 1 dish?

ok I guess the 2nd coax was ether in error or for some other reason, I did have a fishy feeling about it

could they one day have a new sat in a new position that could use flex#2?

That sounds more like they're saying not to parallel SWM16's

it just sounds like they're using a parallel setup and saying cascade, because there would be no need for power passing splitters if cascased but there would be if paralleled
