I really doubt it has anything to do with MLB-EI, since they are just virtual remaps of the Sports Pak channels in the 600's, which aren't going away. Besides, D12 isn't going to be lit up til after the next season starts, so they would still need the reserve the bandwidth...and then there is Basketball...

I don't think bandwidth is a problem anyway. I think Directv is just busy getting everyones HD locals on sat first.

and some of part time RSN over flows come from PPV channel take a ways.

The dropped MPEG-2 may be replaced with new MPEG-4 HD.

Again, as others have stated, bandwidth is available to add more national HD when DirecTV decides to do so. That they haven't added more at this point is not related to the sports packages.

(And also note that, at any rate, little additional bandwidth is used by the MLB/NBA/NHL packages, as most of the games are simply re-mappings of content already available via the RSN channels carried by DirecTV).
