On my HR20-700 whenever I'm recording a program and then try to switch to another channel I get a message saying that the tuners are busy recording the program and cannot switch the channel. Is it possible that both tuners are recording the program that I set to record? If so how did that happen? Called DTV and they were pretty much useless, scheduled a tech to come out Wednesday.

Press and hold the info button for 3 seconds. Then moved down and see if it says record beside both tuners. If it does not reboot the unit and the problem should be fixed.

Are two cables from the dish connected to the dvr? It could be that the dvr is only seeing one input connection, try a reboot and see if it finds the second connection, if it is there.
