Isn't one of the characters on NYPD Blue from "Saved by the Bell", although he looks a lot different.

yeah-the NEW partner....it went from "silver spoons" to "saved by the bell"...

after this season, sipowicz's new partner will be screech and the chief will be played by horshack...
