Dish cannot provide something to you that they don't provide, so yes Dish Network would need to provide your locals.
OTA info
For the guide to list the OTA info, i understand you have to subsribe but does dish have to actuall offer locals in your area?

That's likely true at the level of an entire market, but Dish can and does provide guide information for many individual channels that are not included in the locals package. If your market isn't available it won't be possible for you to subscribe to locals and you therefore won't be allowed to see guide info for any OTA channels.
