OTA Tuner Problem?

I am reading a large signal meter difference between OTA Tuner 1 and OTA Tuner 2 on one of my OTA channels. OTA Tuner 1 is around 96-99 and OTA Tuner 2 is around 52-58. Shouldn't these meter level's be the same? If the RF is internally split, it seems they would always be the same or very close, which begs to differ why there is even a signal meter on both tuners. Unless...it to diagnos a tuner problem??

Also, I have a signal level on one of my OTA channels around 92-98 on both tuners. They frequently drop to zero every 30 seconds or so and obviously the channel drops out. Is this a HR20 problem or a transmitter problem? Also, the two tuners are not always dropping out at the same time.
