Yes, but it needs something,(hard drive or solid state memory), to store the TV signal to when it's paused, at least that's the way on a VIP series receiver.
How does a Joey handle this?
The tuner is on the Hopper!!! You're controlling it from the Joey. The more interesting question would be how does it behave when you are looking at the tuner in use on the Hopper?
The tuners are all located in the Hopper. The Joeys take over one of the tuners that are available. You are able to do everything on the Joey that you can on the Hopper with the exception of picture in picture.
